The Bilingual program is a direct result of the 1977 Territorial Conference on Bilingual Education held on St.Croix and the Federal Proposal submitted, based on the needs assessment conducted on Bilingual Education. Prior to these events, a Title Vll Basic program in Bilingual Education existed only on the elementary level.


At the programs inception one faculty member was assigned to the program. Today the program consist of six full-time faculty including a department chairperson and a resource person.


A mandated program through Law 98.511 and State Law 3208 the program design changed from classroom assistance and individual tutorials to a program of instructions with limited tutorials.


Description

One 0f the smallest departments in the school, the bilingual personnel has utilized its resourcefulness and creativity to implement a program to service and provide equal opportunity to a larger number of students.


Instructions are in the area of ESL, Biology, Algebra, Geometry, Reading, General Science, Virgin Islands and U.S History, Physical Education, Auto Mechanics and other identified disciplines.


The program addresses the needs of a large and still growing group of students who is limited or nonproficient in the English language. The array of students is beginning to reflect the composition of the community with a great many students migrating from the Dominican Republic.


There are four major groupings of students (a) those migrating without minimal knowledge of the English language (b) recommended student’s knowledge of the English language but comprehensive of the content is inadequate (c) academic performance is low at any given time.
